The Department of Prisons and Correctional Services, Himachal Pradesh is firmly guided by the progressive and humane motto of “Custody, Care and Rehabilitation.” Our mission is not only to ensure the secure custody of inmates but also to create avenues for their holistic reform and reintegration into society.

At present, the State has 14 functional prisons, which include 02 Central Jails, 09 District Jails, and 03 Sub Jails. In line with our commitment to rehabilitation, we have established Open Air Jail facilities by designating one dedicated barrack each in the Model Central Jails at Kanda and Nahan, and in the District Jails at Dharamshala, Chamba, Solan, Mandi and Shimla (Kaithu). These open-air units offer eligible inmates an opportunity to transition toward responsible freedom and social reintegration.

Despite an official capacity of 2,580 inmates, our institutions are currently accommodating over 3,090 inmates. This highlights the urgency of infrastructure augmentation, which remains one of our top priorities. In response, we have initiated a series of developmental projects to upgrade prison infrastructure and improve the quality of life for inmates.

Our department is implementing multiple welfare and reformative schemes, including:
• Skill development and vocational training programmes in trades such as carpentry, weaving, tailoring, bakery, and handicrafts.
• Promotion of spiritual, cultural, and recreational activities.
• Opportunities for academic advancement through the National Institute of Open Schooling (NIOS) and Indira Gandhi National Open University (IGNOU).
• Wage-earning schemes that allow inmates to contribute meaningfully to their own welfare and support their families.

In recent years, the Directorate has witnessed remarkable strides in digitization and modernization. These include:
• Full implementation of the e-Prisons Management System, integrating data and services across all prisons.
• Deployment of CCTV surveillance and wireless communication systems across all institutions to enhance security and operational efficiency.
• Expansion of e-Peshi and Video Conferencing facilities, not only between courts and prisons but also for enabling virtual interactions between inmates and their families—strengthening emotional ties and mental well-being.

Our prison industries have also gained recognition across the state. Products made by inmates—such as handwoven shawls, stoles, blankets, carpets, and bakery items—are highly appreciated by the public during local fairs and exhibitions, where Himkaara Stores have become a key attraction.
As the Head of the Department, I take pride in leading a dedicated team of officers and staff who are committed to fostering a safe, humane, and reform-oriented correctional environment. We recognize that every inmate carries the potential for positive transformation, and it is our duty to guide and support them through this journey.
